I think you are starting from the wrong end Howard. First there is the 'high amount', then there is the interrogation of the details.
Eye read, That while one Local Authority Free-Sheet boasts of the Councils' "ongoing Efficiency Programme" the leader of the council spends £60,000+ on a new office for himself because he can no longer tolerate being housed next to the chief-exec.

This is a big issue in the Rurals..........the `shires` are not happy!!!!!!!!!!!
We have two Councillors who demonstrated vigorously against the surcharge on `Green Waste`
When it came to voting for or against the charge in Council Chambers...one voted for the motion ...one voted against....
One of our Councillors had to vote against their firm views/opinion declared in public due to Party Politics.......
The leader of the council and others have time and time again told us there is no Whip in operation...tell it to the marines..
The Labour group have the same system in operation......speaking from experience as former leader of the Labour Group I
had occassion to vote against the whip on the Council`s proposal to make surcharges on cess pool owners.....when you vote
as you see fit the Party system never forgets............What a System?..........

let's face it reg, whips or not councillors will toe the party line for the most part.
they won't get anywhere near any future cabinet position if they vote against their own.

Oh, the joys of being a non-affiliated parish councillor, I think I've annoyed everyone except Vic!
I've read that J K Rowling's first book for adults is about the goings on in a parish council - I think reality is somewhere between her book and Vicar of Dibley.

There was no party line & no Council decision.
The decision was an Executive decision taken by the Cabinet & did not go to the Council.
At the Council Budget setting no amendments were made to the Budget & the Opposition abstained from the vote.
I'm sure you want facts not Reg's fantasy.
These are matter of public record.

Fees & charges are Executive functions & are laid out in the Council's Constitution.
The Council is responsible for setting 0f Council Tax & allocations for capital spend.
Fees & Charges form part of that but are set prior to the Final Budget being agreed.
These are scrutinised prior to final decision & then added to the Budget proces
The Constitution governs the whole process & who does what.
It is available on the website but needs a lawyer to interprete it!!

we are seeing red herrings again,
the toilet fiasco shows quite clearly even those in the administratioon didnt have an imput let alone other cabinet members
and it was at one point a one person decision
suddenly paulw seeing his member getting isolated over the issue came in to say actually it was a 2 man job(even if correct thats only 2 out of 45 cllrs!!!)
thats just one of many examples.
