15:3969953Greggs the bakers have put in a planning application to use 71 Biggin Street for a new store. That's what was the dry cleaners next to McDonalds. What with that and the other three shops on the other side being occupied (according to Stewart) things are looking up.

http://www.dover.gov.uk/planning/Applic_net/detail.aspx?systemkey=215663 gives the opening hours as weekdays 08.00 - 18.00 and Sundays as 10.00 - 16.00. Can't really see them doing much trade on Sunday.

17:3969989One of the things I have missed since moving here a dozen years ago was the bakers in our little village in Wiltshire - I used to take all the kids for a little walk to the bakers on Sunday mornings so we could have fresh croissants and rolls for breakfast, fetching the papers on the way home. Blissful times. It would be great to have another decent Sunday bakers within walking distance.

07:0370035Maybe this is the time to look at that area and payes in particular.
Paynes flouted the law every day by putting its produce so far out in the PEDESTRIAN precint.
I used to get complaints every day from less able people unable to get round the produce that took up half of the pedestrain walkway. Other shops followed suit until the walkway was near full, and very hard for less able(partially sighted etc) to get round.
Paynes were warned at one time, but continued,

07:0770038I think it will be licensed quite soon - they already have table and chairs licensed and are working on street furniture like A Boards, so it makes sense to determine just how far businesses can encroach on the pavement.
Some of them (not Paynes now of course) do put almost the whole of their shop out on the street, so some control is necessary, but I'm sure the businesses feel they are being screwed enough, so will not want to be reined in.

If any shop(like paynes used to) flouts any new procedures, will the council want to take them on? or should they?

10:0470055I thought the produce being sold by Paynes was second rate and rarely used them. However, to claim they " took up half of the pedestrain walkway" is I think a slight exaggeration. That they had no time for petty beurocracy, enforced by petty beurocrats was a plus in their favour in my opinion.
And, working to a level playing field, doesn't Bobby's hot dog stand stick out just as far, isn't always in the same position and is therefore more of a danger to the blind or poor sighted?
I didn't/don't have a problem with either, but then I'm not trying to make a name for myself as a local politico, despite the erroneous claims on here.
