Surely it is not impossible for DDC to put every possible resource into cleaning that area, an organised operation. Once cleaned then get enforcement officers to patrol area daily and any transgressions then knock on doors and resolve it on the spot, lay down rules and keep to them, they will get the message eventually.

. I would add on the spot fines if a second visit was needed.
DDC could easily do more to rectify the problem if they really wanted to simply by adding an extra collections, but that would cost more.

You are right cost more already had a £2 million taken way by KCC where are the funds to come from it did not help when the DTC put in for over £ 600,000 this year.

Jan, your post 42; some of the Landlords do not use DDC services to take the rubbish/waste away, but their own contractors, so it's not a case of DDC making more frequent collections, but the Landlords arranging that.
Howard and I have stated on a number of occasions that it would appear that (judging by the amount of waste) there are many more people living in those houses than there should be and so Private Renting Housing section have been to view them, but sometimes the Landlords won't let them in until they have an appointment, so by the time that is made, all evidence of overcrowding has gone.
All Local Authorities have to work within the legal limits and rules, DDC is no different, but it is very frustrating, but it must be solvable.

Thanks Roger I did not know that so in theory surely the council could fine those landlords for breaking Health and Hygeiene or whichever law applies.
The only way to catch the unauthorised people would be by continued surveillance which again costs money, even if proved the tenant could say it was a friend or family friend and only temporary thing.

Apparently only the person/s causing the mess are accountable, therefore owners and landlords take the money and blight our lives.
ddc can refuse to issue licences for hmo's in cases like this but they haven't up until now.

All this rubbish laying around is therapeutic treatment for the tenants.
It counteracts the effects of home sickness.

I'd be amazed if the binmen, sorry planet saving waste recycling operatives, have actually taken away that rubbish. Most councils and because I don't have bins I don't know, would refuse to collect waste which isn't put into the appropriate bins. If they have taken it all away I'll consider leaving my bin bags in my front garden come collection day.

If it was a private contractor Philip, they'd be requested to take away ALL the rubbish there, so not relevant for DDC waste collections.
