There has been a lot of criticism about Dover town council's refusal to fly a union flag but Deal town council is doing it without any pressure being exerted.

A lot of criticism of DTC over this. However, the obvious place is the DDC's town hall. It would be ridiculous to erect another pole on Maison Dieu House as has been mooted, or worse next to the War Memorial. Just think what might be hoisted on a Friday or Saturday night.
What's the problem with flying it from the town hall? They might have to buy a new one from time to time but that's all.
I'll shut up now.

The town hall seems the most logical location as the building is a stand alone tourist mecca and something that locals can relate to.
The current campaign is a bit over the top in my view, not taking into account that the flag may be redundant in September and a new one will have to be commissioned.

The flag has always been flown from the Maison Deiu, of which Maison Deiu House (DTC) offices was part, when the memorial was put in place that was also in the grounds of the Maison Deiu, all this was fenced off, until the fencing was removed for the war effort, so it seems only right that is where the flag should continue to be flown, its our history, why change it

Once the location is decided upon the issue will be which flag.
The union one will have to redesigned should the scots vote for independence in September and my preference would be for the flag of St George.

Or the Cinque Ports flag, Howard? A bit more stylish and a reminder of town's heritage.

Great idea!
Seems that DDC might have trumped DTC on this issue, wait for an announcement.

Muddied the waters there Mark, the Cinque Ports flag is very striking and is part of the town's heritage but I would still plump for the flag of St George.

Why should I ask the Town Clerk or Mayor, the Maison Deiu is the Town Hall where the flag has been flown for centuries, of which the war memorial and DTC office WAS once part of. So why change history and put another flag pole right next to the one already there.
Our flag flies daily over Dover, on top of the Castle where all can see, even France on a good day

The Town Hall has a flag pole and belongs to DDC, so flying the flag there is DDC responsibility.
Maison Dieu House (Town Council Offices) is a listed building and DTC are not allowed to stick a flag pole on the building due to its listed status.
The land around the War Memorial, I am informed and the benches fiasco confirmed, belongs to DDC and therefore placing a flag pole on it is not in the immediate remit of DTC who would have to ask for DDC's permission to proceed with such a project.
Deal Town Council has full control of Deal Town Hall and no such restraints - hence they can fly flags as much as they like.
I do simplify here, but then the newspaper simplifies to the opposite extent and makes no mention of the land and jurisdiction issues which constrain the Town Council (whether or not they desire to get involved in flag flying).

Because it's a public building.
Interesting info here from the link Mark made above about
the protocol for flying flags.
