The art installations are done by DAD (
http://www.dadonline.eu/). The worst I saw was, as near as I recall, some illuminated displays of someone eating in the street by a German artist who came over for a day and went away with that impression of Dover - wow!

DAD, Dover Arts Development was founded in January 2006 to initiate and deliver high quality contemporary art projects in Dover and Dover District. DAD incorporated in April 2008 as a company limited by guarantee and uses DAD as its business name. Its co-directors Joanna Jones and Clare Smith see DAD as an extension of their individual arts practices and as a developing creative structure.
DAD plays an advocacy role for the arts generally and particularly in Dover District, where it has contributed to current strategies for the public realm and regeneration set in place by Kent County Council, Dover Pride and Dover District Council.
