Abstaining means Labour approve of the plan but do not want to be seen voting for it what a bunch of cowards.

mike eddy gave a reason why he was against it but his side ducked the issue.
looking at the situation all the blues voted for it and all the reds abstained, yet we are still told there is no whip system!!

Absolutely not Howard. We know the Labour Councillors have to vote according to what they are told; I can honestly say (I know Keith S. will disagree) that I have never been told how to vote - on anything. I read the report and thought it was a good idea and so voted for it; there is no reason why Council tenants should be aggrieved.
It seemed like that to us too Jan.

What is the betting they didn't read the papers? It was a no brainer. No doubt they would have voted for it if they had the balance of power and had put the idea forward to Council. Then maybe the blues would have abstained?!!!
Just shows how dangerous politics is.

Surely the fact that all this money will not now be ear-marked for housing is not the point at all.
The rightness or wrongness of this decision depends entirely on where this money GOES now.
Does this 'good idea' report have anything to say on where the money should go?
Is there no chance of hearing that an amount of money shall go on housing repairs?
Ignorance is bliss, bliss is happiness, I am happy...to draw your attention to the possible connectivity in the foregoing.

The point is they weren't spending the money on housing repairs in the first place!!! Otherwise there wouldn't have been so much built up would there.
Now, the money will no doubt be spent on stopping Dover District going broke quite as quickly as it otherwise would. That of course is a warped and cynical view, but mine notheless!

Sue, the row was in the words said by both parties afterwards, namely between Eddy and Elphicke, as well as between Labour and Tory DDC members, and it also turns out Elphicke and Tory DDC members are poles apart on the issue too.
Sorry I wasn't at the meeting because I smashed the wing mirror on our company car on Monday. Stay off the roads if I'm in sight...

so the passion was reserved for after the meeting, the meeting itself consisting of block voting/abstaining.

Not sure I'm missing something, but as far as I was aware, Charlie wasn't at the meeting and I didn't notice any real animosity across the floor.
When I became a Councillor back in 2003, it was known that if the Housing Revenue Account stayed as it was, it would be in deficit by 2008/9. Now it is increasing yearly by quite substantial sums, partly due to East Kent Housing and ALMO (Arms Length Management Organisation) and partly due to prudence by the ruling administration.
The money won't be spent now, but whatever and whenever it is to be spent, it will come before full Council for approval and most of it will be spent on housing related expenses.

A unitary authority will change everything:
paper money will start growing on trees, hard cash (1 and 2 pound coins) will start raining down from the clouds, houses will spring up out of nowhere, the magic word is unitary authority. Simples.

The biggest crime of the century was the fact that the revenue recieved from the sale of council stock was never reinvested into the upkeep of the remaining stock. I remember the battle to try and get the return of Capital Reciepts but sadly it became a political football and we all know what happens then. Nothing.

I find Rogers statement strange, if the account has taken so long to build up, and you considered it wrong for it to have been taken so low, why now rob it?

add to that the account has built up yet we read in the local press of people living in squalid conditions in council property.

add to that the fact that grants are still being paid to private owners, when council tenants are being told their is no money in the pot?
