This only makes sense somewhere like Edgware Road where there is fairly constant traffic at all junctions trying to join main traffic flow. Turn all lights on main route red. Traffic density increases as vehicles slow/stop leaving room for new traffic to join behind queue.
With modern lights it should be more sophisticated with feedback from inductive-loops feeding into algorithm to smooth flow depending on real-time traffic info over whole area (NOT individual junction) rather than using crude mathematical model.

So far I've seen no improvement in my accessing Marine Parade. Indeed it has taken longer on a number of occasions.
Coming from Folkestone this afternoon met a car accident at Union Street Junction; blocked access at Union Street to Marine Parade and heavy hgv traffic in nearside lane on Snargate street that prevented turning into York Street unless one joined the hgv queue.
Now getting onto Marine Parade from A20 eastbound means going all the way to Eastern Docks or turning into Woolcomber Street and doing a 'U' turn.
I have long considered that the journey via eastern docks roundabout is potentially hazardous for car drivers wanting to turn onto Marine Parade due to hgv traffic from the Port entering on the nearside. And especially hazardous when one considers the the majority of hgvs are LHD. Although many of these drivers are very considerate and polite letting you slip in to the nearside lane, it is often difficult for them to see you wanting to do so.
Whatever happened to the quoted "improved access to the seafront". Getting to be a not so funny joke on us by DHB and the Highways Agency.

Being a complete cynic to anything where DHB and also the Highways Agency are involved "improved" often seems to be the complete opposite to us locals.

All this Community Minded Spin these past 10 years, via the Chief Executives Bob Goldfinger and Tim Maggott concerning the Dover Harbour Board has been a model of Machiavellian deceit.
No-body has ever stood up to them. Those that do, are either, buried in time, bought on the Board, or their non-discussion Forum, or sacked.
They have now barricaded any access beyond Cambridge Road. The lovely flat beach, near the now destroyed Prince of Wales Pier is finished.
The Clock Tower is shut to everyone, and will no doubt be dismantled, yet again. Cambridge Terrace sits rotting away, whilst a fortune is being spent on yet more Dover Harbour Board offices. Now to be situated in or in a 3rd of Braderie Wharf.
220 million of borrowed money, which in a way is a sell-off for this night-mare to unfold.
I sorry, but looking at our promenade now, which used to be full of seats. flowers, boats and people.
People who used to picnic on the flat grass areas, or sit in the shade under a tree. Very simple pursuits, which have been culled. The wavy, pressed cement whatevers, are blackened and green with algae. The so-called meadow gardens, are wastelands.
No-body does the up-keep, there is no glory in that.
The whole sorry debacle of the "People's Port" when everyone was ask what they wanted from Dover Harbour Board and integreation with the Town of Dover behind it. Reminds me of Wat Tyler and the Peasant's Revolt. The King, the nobles and the barons, nodded to it all, promised this and that. Then bumped them all off.
The Dover Harbour Board now, is so unpopular, you just could not measure it. It is looked on as a dictatorship and they will do just what they want to do. That is that.
However, there was a build up in the past of around 300 Cruise Ships coming into Dover, only around 90 this year. Many of those are turnarounds, which is no good to the Town. You scarcely see any boats, ships or activity in the Harbour, just the jolly ole ferries backwards and forwards.

No.s 26 and 27: well I guess it was always going to be tricky constructing the new cut, gate and bridge into the Wellington Dock with the Esplanade open to vehicular traffic.

#27,there is a slip that bypasses the traffic lights at York street,all beit in the left hand lane.it starts by the old seamans mission and takes you into York street.the union street lights are a simler set up to the A2 lyden lights.its just a matter of getting used to them.
