    This only makes sense somewhere like Edgware Road where there is fairly constant traffic at all junctions trying to join main traffic flow. Turn all lights on main route red. Traffic density increases as vehicles slow/stop leaving room for new traffic to join behind queue.

    With modern lights it should be more sophisticated with feedback from inductive-loops feeding into algorithm to smooth flow depending on real-time traffic info over whole area (NOT individual junction) rather than using crude mathematical model.
