A person born in Wolverhampton of Indian parents may have British nationality but can never be 'English'. A person born in Delhi of white British parents may have Indian nationality but will still be English. English is not a nationality but an ethnicity. Ethnicity depends on the ethnic origin of your parents and the family culture in which you are raised. My daughter was born in Kuwait but is a beautiful English rose now living in Abu Dhabi. Despite being brought up in a totally multicultural environment in Kuwait, Dubai and Saudi Arabia, she is as English as they come, albeit with a reasonable command of Arabic.
