    In my experience of 3 general elections as a candidate, the election expenses tended to be dealt with by the Agents. The candidate would ask for a leaflet on issues arising “on the stomp” & be told whether the cost of extra election literature could be met within the prescribed legal limits or within defined local budgets. The candidate signed off the elections expenditure after the event & as submitted by the Agent.

    In this case it appears that national costs were also involved & how the expenditure was allocated.

    I know from comments during the campaign from people supporting the local party that a major part of the activity operating from South Thanet related to the national -not local - campaign supported & organised from Conservative CHQ staff.

    It is has their costs are differentiated is the issue.
