    Peter, the Tories have a localism bill plan, may-be not quite complete, but they simply do not put it into action! It includes referendums (binding) on important local issues.
    It is in many aspects along the same lines as that of UKIP, at least in its overall intent, ie to de-centralise financing and administration and give more local decision making, but including a popular participation in decisions.

    Somehow, it just hasn't taken off.

    Surely UKIP is making a headway here with the local/national manifesto programme, especially in view of local elections. Labour is fosilised in antique ideals that faded out long ago, and never recovered from its reputation of New Labour change-over that led Britain to economic disadter.

    If the Tories can not, or will not, implement their localism bill, then why not vote UKIP? UKIP also campaigns actively for Britiain to leave the EU, the Tories don't.
