    They must show you anything you aske to see in the way the council is run,go to the council office and aske them it is your right to see the books and look for yourself how and where the public money is spend.
    They will tell you must stay in the building to read them.
    If they will not show you report them and they will be made to show you.
    Stick with it and you will win.
