  To be honest as someone who spends inordinate amounts of time managing risk as part of my profession (programme & project management) I see no reason that the strategic risks should not be published; as these should have been written using terminology that non health professionals can access and are pertinent to a much larger group of stakeholders. If necessary they should be rewritten in plain English to aid comprehension and to show nothing is being hidden.
  
  The operational risks should remain the purview of NHS management and risk professionals as frankly given the language they are likely to have used few outside the NHS will actually understand the risk, impact or mitigating actions.
