    He is repeating Osborne's figures.

    The problem we have is how figures get interpreted and whether you use real terms/cash terms and even if real terms it is different if you use CPI rather than RPI.... Is it a percentage of GDP or as a percentage of actual spending. I think you get the message - you need to get the right baseline for any claim for it to be meaningful. I suspect though that regardless of the actual figure Osborne deliberately rounded up to a third.
