the council know about it roger, every so often it gets cleared and the residents just chuck more out and their kids play in it.
it is at the back of barclays bank so everyone that uses the llibrary is treated to the sight of it.

iS disgusting round there, came out of the library yesterday and there was a guy using the area as a toilet

standard practice there, unfortunately a lot of tourists visit the library after coming out of the museum then they see that.
no good just clearing it up, the perpetrators have to be fined otherwise they will just carry on.
