Terry, the horns and ears are usual adornments for grotesques, but this looks as though a local character has been assigned them for some reason. I don't know where this sculpture is, but will take a stab at Ladywell, above the fire station perhaps?

Strangely I got an old picture at a bootfair with no idea where it was, a bit of research and it turned out to be this building which was formerly the Central Commercial Hotel and Britchers Ladies Outfitters :)

Sorry I have no idea where it is but the carving is most likely to be that of Pan (he does look rather devil like) here's one I found in Nottingham last month.
