  The funding for a market manager would have come out of the money from the stall-holders and paid on a commission basis so the more stalls the MM gets, the more he gets paid.
  
  There is currently no incentive for anyone to go out and bring more stalls to Dover, so it will never grow to the number where we could draw people in from neighbouring towns and villages and advertise it in the KOS, Mercury and Express papers.
  
  There is absolutely so much more that could be done to bring more market traders to Dover.
