The market as it was/is, is indeed a flop Alexander, but the whole point is, it needn't be.
Different people running it, a new market manager, different day perhaps and it would make an enormous difference.
The original idea was to have (in the main) stalls that are not replicating the shops, so it would do less/no damage to them.
Green and white striped covers, uniform sized stalls, a much more professional approach and not have people selling junk either.
If there enough people coming into Town (from neighbouring Towns and villages), it can and will create a much greater footfall for the shops as well.
Because it is a complete mess now, doesn't mean to say it will be a complete mess after the new team have taken over - far from it.
