They may well have decided it is something they feel they have to do Brian in order to be able to complete the necessary expansion of the Port and Marina.
Doing nothing is not an option - for the Harbour Board or Dover; making sure there are safeguards for the Port workers and Dover Town, is essential, that is why this is all going ahead.
By doing this voluntarily, it can be controlled and DDC are playing a vital riole in this. Just because you don't know the intracies of DDC's involvement, doesn't mean they are just sitting back and letting it happen; there's a lot of back-room work being done, I can assure you.
