Surely it is also an honour for the Town - to be able to present this honour to local people who have worked for the Town as well as dignitaries who themselves bring honour on and to the Town.
To have people like Dame Vera Lynn and Lord Boyce as Freemen of Dover (as it was when Churchill was made a Freeman), gives honour to Dover as well - and that is the point in this debate/debacle.
