This may be a reproduction. Couldnt tell for sure what he was attempting to photograph as he dangled precariously aloft, perhaps looking for dramatic skies like this one below..this was the scene a day earlier though, on saturday.

Looks very precarious to see the ladder extended so far when there's no fire.
