How are you going to sell this marvellous idea abroad? I think that the well-reasoned opinions of one River Parish Councillor may make the governors of Dover, New Jersey, Ohio and Singapore (etc) suddenly see the light and change their names.
It's almost tempting to write to a random 'important person' in Dover, Ontario, Canada to see if they will be willing to change their name to Dubris on the grounds that I would like them to.
