    Mark , you are right electronic records systems do exist but each organizations system wont talk to or allow access to anothers .
    Social services use 2 systems which only they can access , mental health services use another , Gps another and acute trusts yet one more with pharmacy services using a varient of that ,
    This is looking at one system accesable by all the parties that might be involved in a persons care .
    The training sysytem will involve the initial work to ensure that everyone agrees what is trained and how it is done once that is up and sorted it will be a relativly straight forward system to roll out so its not ( initially ) as simple as you appear to be sugesting . But I somewhat suspect you know that .
