There was no plan on the French part to invade, Paul, so the concerns were not due to a state of enmity, but rather a sense of suspicion on the part of Lord Palmerston, who then instigated the Royal Commission, causing unnecessary expences.
Later, Britain and France stipulated an official alliance which banned once and for all any risk of a war. The Entente Cordiale.
