  By 1847 according to http://www.doversociety.org.uk/history-scrapbook/dover-streets-a-f
  The earliest newspaper mention in the BNA appears to be September 1848; a quick search suggests no.5 itself got a mention in the Kentish Gazette of 7 October 1851 and Dover Express of 7 August 1858.
