Set up a committee with a formal constitution called something along the lines of 'Connaught Park Peoples Committee' (not of Judea, before someone makes the joke). Advertise it and obtain a core of volunteers willing to give up their time and energy. If the whole of Connaught is too daunting, pick an initial specific area to manage and go from there.
Once your structure is in place and constitution written, with roles, i.e, Chairman, Treasurer and Secretary you will have in place an organisation that will have potential access to grant funding. With that mowers and tools could be purchased. I'm sure DDC would be delighted with such a body - look at Susan's Community Garden, for example.
DDC are not going to do it for you. They are utterly cash-strapped, and the situation is not going to improve any time soon. I thought everyone knew this.
But of course it'll not happen here. It's much easier to sit back, point fingers and wait for someone else to get on with it, Then when it doesn't, just come on here complaining that nothing happens or with bizarre, unrealistic flights of fantasy. I've seen it again and again on here and elsewhere. One has to be pro-active to get these things to happen - it's a fact of life in Dover and many other towns of our size.
On another note, I've never seen so much online energy spent in arms about one man's imagined project that was never on the cards in the first place.
