As with all tickets that involve Southeastern and SWR it's cheaper (but not much) to buy separate tickets to and from Waterloo.
With an OAP railcard:
Dover Priory - Waterloo East £39.60 (anytime single)
Waterloo - Portsmouth Harbour £41.50 (anytime return) / £26.05 after 9.00am
Waterloo East - Dover Priory £18.10 (off peak single)
