Another story about our impotent emergency services, 5 fire engines and 25 firemen ( how many
) sent to rescue a drowning seagull and they couldn't do anything because of their risk assessment - not that I'd want anyone to risk their life for a seagull but it could have been a person and the same rules would apply. All they could do was call for an animal rescue worker to do the job with a net and waders.
