  The trouble is Howard, that the silly bugger who had made the complaint against his fellow councillor was so pleased about how he had been able to get rid of one of the 'old guard' who 'has been in his seat for far too long' that he was wandering round Deal telling people - in confidence(!) - what a clever little boy he had been.
