To be fair that was back when gin / alcohol was safer to drink than water.
Going back to my point the drunks were not sitting on the park benches with their bottles of beer (no cans back in the dark ages) during the day, they rolled out of the pubs in the evening.
I am not against the almost 24hr drinking laws as I think we have many more shift workers than back in my youth. What about all the corner shops that sell the stuff to whoever comes through the door and seem to add to an existing problem.
