  Perhaps that 'family member' lost oodles of cash backing racing certainties and then borrowed a substantial sum from the family. Yes, this was to finance further gambling and yes winners have been backed...
  BUT
  Yet more winners need to be found, and they don't come along every day and it is the way the 'family member' lives...so, even though the money is there to pay back the 'fm' still needs it...just in case. Plus, because of the seriousness with which the 'fm' conducts business;attending meetings, rubbing shoulders with and wining & dining owners, hotels, fuel for the necessary reliable car (RR?), and given that there is a boycott and a surrogate must do the actual business (and needs paying hugely)...The 'fm' is sure that things will work out and the family will get it's money back...gambling is gambling is gambling, after all.
  That the 'fm' continues to live the high-life and the family cannot..the 'fm' is on the case...just you wait :)
