Gary C I would agree with you re a lot of government funded depts having to spend like there is no tomorrow come March/April to ensure that next years budget isnt cut , It has been going on for years and unless a really radical change in how such thibgs are funded/ enabled and managed I dont know if it will ever change .
Good practice isnt rewarded and empire building can be rife without innovative and prfoessional management structures

Now is the time for people, from within the councils, to make a stand and correct these wrongs, along with others that have not been mentioned.
By making a stand, I mean by sitting around the table like adults, being honest and finding sensible amicable solutions. That would be fair.

and is not acceptable.A radical change is required.
The economies of scale of an East Kent Council could eradicate this practice and save millions.
We need Mr Pickles to get off his bottom to allow the necessary legislation.

Get over yourself Keith. At least there is an indication of what "fair" means in the context. I would just add that what you are all talking about is good management of resources. So rather than bang on, as has happened, about Management and how awful Bosses are, perhaps we could agree that having decent managers matters. It matters that we have people skilled in management to make sure the issues highlighted by GaryC don't happen.

I don't doubt that. But it has become a habit on some threads - and this is not directed at Keith - to bash Managers and blame them for everything. That fails to take account of the huge variety of management and that it is a necessary part of the machine that ensures things work properly.

I Have over many years(wont say how many lol) worked with/for many managers, some excellent, some very poor
now the poor managers didnt all come from the public sector either.
A good manager will often get the best out of the workforce

One mans greed is another man's perk, bad customs and practices breed more of the same. Un- checked it becomes the norm.
I think this is what has happened for far too long now but it will only change if business's, bosses, workers, alike, take stock of what they are doing and make things right themselves, sadly I can't see that happening, nor can I see the powers to be, putting it right either.
