    getting back to sentencing i think that dave wants ken clarke there for two reasons

    1) ken is trying to save money in his department like all the other ministers, hence lenient sentences.

    2) the lenient sentences mean that dave can come across as holier than thou, wringing his hands and distancing himself from the justice minister.
