    So......the NHS has not failed to manage out poor managers? Has not failed to recruit effective managers? And there is no evidence whatsoever that public sector services are haemorrhaging money and failing to deliver? There are no senior managers who have attained promotion because that is safer than having them on frontline service and n o-one knows how to manage them out? And the NHS could really do all the things it needs to do such as effective audits and clear objectives, but has simply been biding its time?
