The main objectors to the port's draft HRO are DTC, DPPT, the Unite Union and Charlie. The HRO does not encapsulate the changes outlined by the ports minister in April 2014 with regard to community representation on the board of DHB. DHB say the works will safeguard 140 jobs (stick) and create 600 more (carrot) which the donkeys of the town are expected to swallow without sight of any studies or independent projections. All the FOI requests I have submitted to the DfT on subjects related to DHB have been knocked back so it is only fair to draw the conclusions that DHB do not want community representation on their board and that their studies concerning job creation are less than robust. Did you know that a few years ago (allegedly) DHB commissioned a consultant's report entitled 'How to distance the Port of Dover from its decaying hinterland.?' The objections to the PoW pier application arise primarily from the lack of clarity in the DHB's statements as to its future intentions. We all want redevelopment in the western docks but I for one would like to see some proper feasibility studies showing why Dover, with two cargo berths, can make money in the long term out of containerised freight when Thames Gateway is struggling.
The Dover Harbour Board is a public body and needs to start behaving as if it were accountable to the public.
