    "The final royal charter, instituted by King James I in October 1606, switched the running of the harbour from the Dover community to "eleven discreet men", headed by the Lord Warden of the Cinque Ports. Despite many changes this was the forerunner of the independent Dover Harbour Board."

    Therefore, although the Port was given a Royal Charter, it was taken away from the Dover Community and given to Dover Harbour Board.
