    At present the DHB own the port of Dover. But there are provisions in the Ports Act 1991 and the Public Bodies Act 2012 for it to be taken away from them and transferred to another body, either private or otherwise. So Dr Bob is telling the truth and nothing but the truth, but not the whole truth.
