It would appear that the 'foster parents' were working closely with Elmbridge CAN, a group of the usual interfering busybodies who have been supporting refugees in Calais. Unfortunately their web-page has recently disappeared!

Looking at that chart our green belt is taking a lot less of a hammering than Gravesham and Dartford.
Until Governments realise that we need to stem population growth the situation will not improve. Curbing immigration is one thing but also amending the tax and benefits system to stop giving incentives to have more children would make a big difference.

The definition of "child" by the various groups annoys me, at 15 they are no longer children they are teenagers and not children except to their parents or possibly the rest of the family.
Second in their own country once past puberty they are young adults and are treated as such, in some places even trained as soldiers.
The do-gooders have almost been brainwashed into believing these youngsters are innocent little children when in fact some of them are mini terrorists already trained.
