I have only ever found the town hall closed to visitors during an event or during its preparation. Even during the setting-up of such events, the staff are always friendly and obliging, and will often show people round informally. You only have to ask,

The Town Hall was open last time I popped in with a query, I assume Alexander is referring to the old Library building rather than somewhere else.

A simple solution (too simple?) would be to make the super duper Town Hall toilets available to the public (there's a separate door at street level just to the side of the main entrance), close the one's by Biggin Hall and use the savings from that to open decent ones on the seafront.
Thinking of it though, would probably would need too much co-operation between various bodies.

No, Jan. Being from Dover, I'm referring to the Town Hall.
It just about always has a sign in front saying: Today closed to visitors.
It's always closed to visitors!

No Alexander, you've just been unlucky, as Peter said it's usually open and with guided tours by the Dover Society on Wednesdays (unless details have recently changed)
Howard, I can't see DHB being interested in the toilet needs of day visitors to the seafront, more a DTC and DDC concern for their tourism strategies, hence why I said it probably needs too much co-ooperation between various bodies.

Selling things when you're skint is a reality of life, boot fairs, antique shops etc all thrive in difficult times.
Do we want paintings in the cupboard or public toilets?

As I said just because they are sold off does not mean the public will never see them,but they never see them now anway,in fact I would say that the paintings if they stay in the UK, will be seen if sold off. And it is not only Paintings,there is Gold and some great glass work,adding it all up,I would say well over a£million is there and not seen.

If you spend half your life painting would you still do it if you found out they were not going to be seen by anyone and locked away,it a very big NO to that
