  A simple solution (too simple?) would be to make the super duper Town Hall toilets available to the public (there's a separate door at street level just to the side of the main entrance), close the one's by Biggin Hall and use the savings from that to open decent ones on the seafront.
  
  Thinking of it though, would probably would need too much co-operation between various bodies.
