the driver of this car parked up unloaded her shopping and kids roadside thereby holding up traffic.
to make things worse she then pretended not to notice that a bus carrying 20 passengers could not get through unless she put the wheels on the pavement.
after it was explained that she was causing an obstruction she then just smiled and went indoors. after much banging on her door, remonstrating she condescendeed to move it.

There's only one thing for it. The Council will have to compulsorily purchase the front garden space and widen the road.

Better still double yellow lines on one or both sides if there are parking spaces at the rear.

Yes Jan, a little local knowledge goes a long way.
Perhaps 30cm (1ft) or so could be left to the householder to accommodate the bins, the cost would be offset a mite by the increased amenity?

Is it not an offence to park on the pavement.

Ironically, I don't think it is an offence to park on a pavement, but I think it is an offence to drive on it. So, the motorist actually has to be caught driving on the pavement when parking it, or driving off again. I might be wrong, but I think that's correct. British laws can be very strange sometimes! I suppose that if she moved it from the road (where she might have got a ticket for allegedly causing an obstruction) onto the pavement and obstructed the pavement, that would be another ticket!

You MUST NOT park partially or wholly on the pavement in London, and should not do so elsewhere unless signs permit it. Parking on the pavement can obstruct and seriously inconvenience pedestrians, people in wheelchairs or with visual impairments and people with prams or pushchairs.

i like that bit about "you must not park" rather than "it is illegal to park".
i have never seen a car ticketed here for that reason, some pavement parking is necessary to ensure traffic can get through. i would like to see lines drawn on the pavements to show how far motorists can park leaving room for buggies to get through.
the junction with belgrave road and folkestone road is one of the worst for pedestrians, it is difficult for one person to get through - no chance for baby buggies and the like.

A mate of mine got fined for parking on the pavement in Russel St when we went for a drink in The Castle years ago.
(Ironically he was on a private forecourt that his wife had said she'd been told she could use, but when he went back the next day to confirm he was told it was only his wife not him - they divorced quite soon afterwards.)

Yes,you can get done for parking on the pavement+if some one walks into your car he can claim and 90% he or she would win.

We have gone iover this situation many times.
I rarely disagree with my left wing friend howard, but on this issue i differ, and let me explain why;
No agency(police, council, kcc, ) etc are willing to take on this problem.
We see the situation as pictured above that by parking in the road has the affect of stopping the bus service, therefore at this time parking part on the pavenment, whilst not the best solution, allows bus to keep running.
before you can open up the back alleys you have to get the agreement of the home owners something that was tried years ago and got no where.
then we need the agencies on board.
double yellow lines jan, which side of the road do you inconvience?

Where I live is just wide enough for one parked car and one moving vehicle so everyone parks on just one side of the road and everything including buses can get through - no yellow lines, no enforcement officers, just sensible parking.
A bit further along the road is a bit wider so people park with wheels on the pavement so two vehicles at a time can get past

ray,
the clarendons are long roads, and most houses have one or more cars, and there is no where to put them all.

no keith you are wrong on all counts here, i have corresponded with the chap in charge of transport services at k.c.c. and he has sent people down to assess the situation as they part fund the bus service, he claims that d.d.c. are not being helpful.
there is loads of off street parking available, all houses on the right hand side of clarendon place have garages or hard standing at the back of their houses.

HOWARD;
Its so unusual for us to differ, and one this i continue to hold a different to yourelf.
maybe some more information may help to convince you(although i feel you are set on a view on this one)
Some years ago D D C went for the very scheme you say, althoug when they went to public consultation on the scheme(hich wasnt a great scheme anyway) it was rejected by persons living in the area(clarendon street) who turned up in droves.
Since this time over many years the council looked for solutions, but could never please all.
so what can be done???
iin my view(as a pleb )
1; there is no money as mr watkins keeps reminding us to compulsary purchase
peoples back gardens in clarendon place
2; double yellow lines is a non starter as where would the cars go?
3; any scheme such as these would be rejected by those living in the area
4; the part parting on the pavement allow the bus to keep running, to not
partly park on the pavement would stop the bus service
5; none of the agencies(including kcc) or the emergency services are wanting
to push for any new scheme.
this is a brief overview of my view as a pleb
of course i wonder what our ward cllrs think the way forward is????

The car in the picture appears to be legally parked?

That is part of the problem Martin. The driver was doing nothing wrong it is just that the road was not designed for cars on both sides and large vehicles like buses and fire engines.
