    Sir all moneys goes into pots that the government ways ,and the councils yes they do take some out and put cash into a pot that is running low which I think is not right ,like the cash that goes into the potholes and repairs to roads they rob that one at times and do not put it back.,but it starts off in the right pots but then they out peter to rob paul and so on.
