The institution of the Liber Pontificalis (book of popes), corresponds more or less to the period in which the Constitutium Constantini (CC) was written in the Vatican, namely several centuries after the Emperor Constantine.
The CC was a fake, claiming the Western Roman Empire had been given by Emperor Constantine to the pope to rule as temporal king, and that the Eastern and Western Roman Empires (the Eastern Roman Empire later became the Byzantine Empire) had both been given to the Pope to rule as spiritual leader.
The CC was used by popes to meddle in kingdoms in Europe and in Britain.
The Liber Pontificalis, on which the Vatican claims the Ministry of St. Peter, I've already debunked, so won't repeat myself there.
