    An immigration officer has the power to submit would be immigrants/visitors etc to a medical inspection prior to entry and then if the person fails they may be refused entry. However in my 13 years down the docks I can only recall a handful of cases where a Doctor was called in...and that was usually to confirm an IO's fears that the passenger was barmey or suffering from a mental disorder.

    Maybe more accurate upto date figures are available?
