I don't have any knowledge on the BBC on it's views on english.
seemed a fairly balanced interview(s) to me held in the actual village the filming took place.

16 March 2011 10:2397076To be fair Keith they only filmed the interviews in one of the many villages in the Cotswolds that are used in the show.
One man standing outside a/his Chinese Takeaway and the other man could easily have been the local newsagent (sorry to stereotype), both spoke almost perfect English so they must have lived in this country a very long time and fancied the village way of life.
