I think it should be compulsory that dog-licences should be re-introduced and all dogs microchipped and DNA'd.
When owners let their dogs leave a mess on the pavement, the DNA would be taken of the poo and the owner indentified and fined, including the cost of the DNA test.
The only way people will learn, is to hit them in their pockets.

a vet suggested that i get my cat micro chipped, i explained that if she went missing i wasn't too worried about her being brought back.
gave me a right funny look.

Claire and I share having this person in common and I AM REALLY annoyed on behalf of the family,
as its not fair to them at all.
They just want their dog back, I would be a very unhappy bunny if someone told me I couldnt collect my dog, and would probably camp out in the kennels for 7 days..
Have to say the Council who found the dog have also acted awfully, and shame on them, for giving the family the run around and causing them more pain and heartache.

This may well depend on the local authority in whose area the dog was found, this is known only to a few here and not me. Nevertheless below is a link to one London LA, I came by through Google...
