    I believe that Alexander is referring to the DfT and his submission on the latest proposals by the DHB. It sounds like his submission may have gone a little off piste as far as the subject of the consultation was concerned if that is what he is hinting at. The consultation was essentially about whether or not the DHB met the revised criteria, so submissions that did not address the criteria and the ways in which the DHB proposal fails to meet them is not particularly good evidence in what is being treated by the DfT as a quasi-judicial process and decision.

    Regeneration is clearly not at the core of the DHB proposal, just a quick read of their documentation will demonstrate that.

    However, regeneration is at the core of DPPT's proposals and the scope, depth and breadth of the community's ambitions and needs were made well known to the correct government departments a long time ago now and have been kept before the faces of those departments since. I've personally spent a lot of time and effort on this and travelled to London many many times to speak with Ministers, Opposition Politicians and Civil Servants in the flesh, as well as writing to them on numerous occaisions.
