When you say that DHB couldn't afford to pay for Western Heights, are you speaking for DHB ? Are you representing their view ? Do we take it that if they did have the money to spend on Western Heights, that they would then indeed spend that money ?
Why hasn't DHB come forward and said this ? Are you their mouthpiece ?
You say that you've been working for regeneration funding 'which would also include Western Heights.' So what other regeneration funding are you requesting ? Why the 'also' Western Heights ? Are you saying that there is a cause more worthy and that Western Heights is simply an add on ? The 'also' you use infers that Western Heights is not your main interest of regeneration ???

So are you saying here that Dover's future is only being pondered over and that basing facts are only worth pondering over ? And who is no-one ? Are you saying that 'no-one' is worth pondering over with regards to Dover's future ? Don't you think this is rather an irresponsible view ? With your regard to your representation of DHB's view in your post, are you saying that that is also the view of DHB ?
To whom are you making a basic outline of Dover's needs ? And is this just Dover's needs or also the needs or Western Heights ? Are these needs also representative of DHB ?
So if as you suggest it may all turn out to be a failure anyway, does that mean that you expect it along with DHB to be a failure ? Is this just a half-hearted effort on your part ?
Why would there be no point ? Are you saying here that there is no point to Dover's regeneration or Western Heights' regeneration ? Is this the official view of DHB ?
Thanks you for outlining the views of DHB - Can you tell me if their views are in contrast or agreement to the views of English Heritage ? Is there a dispute between these two esteemed bodies ? You mention that it may fail, yet the two won't want that !
