As I understand it the original owners (Godden Trust) rebuffed all offers from DDC to buy the building or take any action to preserve said painting or stabilise/repair the building; subsequently they sold the building to Schreiber who was much more prepared to negotiate with DDC & subsequently agreed the sale of all his buildings around the underpass.
To be fair to DDC the overpainting of the Banksy coupled with the deplorable state of the building meant it was/is unsaveable so their proposal to engage Factum Arte strikes me as the only realistic option.

Which is a bit of a shame.
I thought it was meant to be amusing but ephemeral - a bit like our membership of the EU - rather than part and parcel of the multi-millionaire Banksy industry.
