I too have long thought that spoiling ones ballot paper was 'odd, to say the least. I have since had to finesse that view.
As things stand...
The low-turnout at Elections avails us not at all. Such might be spoken of as 'concerning', much might be said of the drive to improve Voter participation, but NOTHING comes of any of this.
And yet, there is little actual justification for equating low-turnout with Political apathy among the electorate, it is spoken of in this way because there is nothing that is going to be done to attract more voters to the Polling Stations.
There is something of a push to allow for a 'None of the above' option on all ballot papers, but there is also great resistance to it.
I did notice that ballot-spoiling did get a mention over the vote for 'AV+' (or was it 'AV' ?), but then again maybe I noticed because I spoiled my ballot paper too.
If Politics is ever going to be a Personal issue, as I believe it should be, then there must be a willingness on the part of the Voter to attend to their duty and spoil their ballot-paper if there is noting positive for them to Vote
for.
The Political Establishment is entirely content for Voters to stay home, and churches are open more often than Polling Stations.
